In order to be eligible for a Scholarship, you must be a member for the previous membership year and renew for this year with no lapse between the prior and current year. If you have done so, then you may apply for a scholarship when the application period opens!
As long as you joined by October 15, you are eligible to register for Conference during Early Registration.
